(iii) In the third line ‘it’ refers to the fog. The fog spread all over the city and looks like a cat.
(v) The poet does not actually say that the fog is like a cat. He has used this word as a metaphor to compare the nature of the fog. A cat walks silently like the fog. The fog comes down silently and spread over the city which looks like a cat.
